A Cumberland man remained jailed Tuesday on $500,000 bond after he was charged with second-degree assault stemming from an alleged domestic incident. The C3I Unit said 48-year-old Robert Matthew Breeding was arrested Monday when police served him with an arrest warrant... Cumberland Police responded to a Louisiana Avenue residence at about 10 p.m. Sunday after receiving a report of a request to check on the well-being of the female victim. Police found the victim at another location. When interviewed, the victim told police Breeding had assaulted her by grabbing her and wrestling her to the ground. The victim kicked Breeding in the chest to enable her to get away and seek refuge at a neighbor's residence. Officers noticed injuries to the victim consistent with the allegation before police applied for the warrant leading to Breeding's arrest. [Full article here]

High bond for former police officer because of several court cases

Bond of a half-million dollars set on a former police officer arrested Sunday night following a domestic assault was apparently determined out of concern for his personal safety and the safety of victims in cases pending against him... The full cash bond of $500,000 set by a district court commissioner was kept at the same amount when it was reviewed by district court Judge H. Jack Price... [Assistant State's Attorney Mark] Alexander said Wednesday the request to keep the high bond was based on information developed by law enforcement that the defendant may be a danger to himself and possibly to the victims.   3. Interested that all but two charges (not related to any from of assault) were not prosecuted, and the two charges presented are under appeal. Too strange, this guy spent his life contributing to society and than what happened. There must be more to this story. People like him do not get a 1/2 million dollar bail. It kind of smells like prosecutorial abuse. Remember the abuse by Mr. Michael Nyfong and the Duke Lacross Team? Even his first wife petitioned the court to re-establish contact and the court granted it.

  4. I had been thinking about writing a similar response to the one above. I live in the same town and know the details. The matter was blown way of of reality. Even his wife testified that there was no abuse ever in their marriage...None. I know he was never even accused or investigated of abuse or assault as a police officer. That is almost rare in police circles. This website must be causing him some great personal and professional harm. Perhaps Cloud Writer should eliminate his name from the posting. By the way, he was also cleared by an internal investigation as not displaying his badge or acting improperly in the article of November 13, 1994.

  5. I served with this guy in the Army. He was a great officer and soldier. I know he had a pretty rough time in Iraq. Has anyone thought of Post Tramatic Stress Disorder (PTSD) as a contributing factor. I know him, this is not him at all, not at all.

      I knew him in the late 80's, early 90's. There were several incidents while he was stationed in the MD State Police Barracks in Westminster, MD. They would support the documentation of domestic violence.

  7. It looks to me that Matt has written his own statements here to justify what he has done. While in the troopers he never came to work and when he did he hides from his duties. While in Cumberland at the reserve center I still see the trooper car sitting there behind the cent while he was supposed to be at work.
    I wonder why he only spent four months in Iraq. It was told to me that he was sent home early for not following the rules.
    He also served as a reserve officer now he's under investigation for that also he never came to work. This is a pattern not learned in later life.
    Every time I would talk to Matt he would lie about everything. It’s very nice I think when the system works. He should get more but I know they will let him go on a lot of things. Now he has two ex wife’s that have to fear him being around.

Come-on Ken, he is retired and has been for five years, he can't have a trooper car any longer can he? How could he have "never came to work" for either the State Patrol or the Army? and still get retirements? Come on, how about a little common sense here....

    Someone from postings last year has been exonerated off all domestic related incidents and is now in the process of pursuing the prosecutor for prosecutorial abuse. (Note that the same prosecutor is a formal police officer that resigned in lieu of termination for prisoner abuse. Further the person mentioned in your website is a former police officer, and who responded to the prosecutor’s home for an incident of reported domestic violence. Again, the person in your blog was cleared, and even the State offered that the “victim” was found to be inconsistent. With all of that said, if you were presented with supporting documentation to validate everything I’ve said, would you take down from you site any reference to him? He is researching through his attorney an Order of Injunctive Relief to force the matter.

    Seems like he dropped out of the public eye and is doing well. I've gotten to know him since all his problems came about. He seems like a stand up guy, at least now anyway. Anyone can make a mess out of their lives, not everyone can clean up their messes and go forward living a good life. Maybe everyone should give him a chance. I did and I am glad I did. He has been very helpful to me and my family

    I admit to not knowing him well, we met a couple of times at when he worked in Frederick, MD. I don't think he is the kind of person that would put anonymous comments on the internet or anywhere else about anyone else. Maybe everyone else should either "Man-up" an leave their real name or keep the possibly incorrect and damaging comments to themselves.
    On the other hand, I do know a little about the prosecutor in the case, he was a former Frederick City Police Officer that was indicted by the county grand jury for assaulting a prisoner. He resigned in lieu of being fired. He was a real POS. I also know for a fact that the police were called to his house for domestic abuse when he was a prosecutor in Allegany County, MD. That was swept under the carpet also………Any Frederick City Cop that has been on the job for over 15 years knows the story……….So, perhaps everyone should be careful when they are pointing their fingers. I also know that Matt knew about all of this and that he tried to help the prosecutor get into the Army JAG Corps and found that he couldn’t help him since he had weight problems. Perhaps there was a grudge? Anyway, the prosecutor is now a former prosecutor and former cop. He was not allowed to return to his position after taking a leave of absence.

    2. As the prosecutor in question...I'll put my record up against Breeding's any day. Matt has a history of simply lying about his behavior. When I have made a mistake I admit it and accept the consequences. While with the Sheriff's department I struck a prisoner that just tried to kill me. I plead guilty to that, received a PBJ and continued working for the Sheriff's Department. I also received a recommendation from the State's Special Prosecutor to be licensed as an attorney as the only cop involved who told the truth about what happened. I still have that letter.

      There was never a call of domestic violence at my residence while I was a prosecutor. I was not a Frederick City Cop, I was with the Sheriff's Dept. My first wife filed a false police report regarding DV with her paramour - her FTO at Rockville City PD. That was approximately 10 years before I became a prosecutor. My former wife admitted she filed a false police report with her paramour when she agreed to give me custody of our child in a divorce.

      All of that was investigated by the the Court of Appeals prior to my license as an attorney being issued; by the State Department for my Public Trust Clearance prior to going to Afghanistan and by the DOD for my Top Secret clearance prior to returning to Afghanistan. I can assure readers that I would not have obtained any of those three licenses/clearances were the allegations of DV true. I was never on a leave of absence as a prosecutor. I left in good standing and am eligible to return to work there but they can't afford me given my current resume.

      Matt might be doing very well now, and I hope he is. However at that point in time he committed perjury in the course of trying to prove to his paramour that he had divorced his first wife whom he was still living with. His cover to his first wife was that he was involved in Homeland Security operations against Al Queda. She learned of the divorce by reading the marriage announcement of her husband to another woman in the local paper - he tried to maintain that the marriage was part of the cover but a review of records at the courthouse found that he had filed documents to obtain an uncontested divorce and testified under oath to several material statements that were false - his wife had no idea any of the legal proceedings were going on and his statements induced the Court to believe she did and did not desire to be involved.

      Matt then accused me of sleeping with his first wife as motivation for prosecuting him.

      Again, I hope he is better, but given the accusations it appears he is still making regarding me I doubt that is true.

      I suggest that anyone believing anything he says might want to see me about beachfront property in Idaho that I am selling at a cut rate.

  17. Depending on the danger level I'd advise NOT leaving your right name. Anyone can make up a name or post as someone else's name so names don't even mean that much here. I don't want anyone to get hurt. To post something in behalf of the perp is one thing. To post something against a perp is much more dangerous. [Insert the word "alleged" wherever you feel it belongs.]

    1. Wouldn't the army do a background investigation on the former cop? Maybe Breeding was just doing his job with the army by referring recruits and letting their system do the part of vetting? Who knows, maybe Breeding was just being decent to the guy. Maybe he was giving the guy a chance, maybe everyone here might be as open minded.

  19. You mean open minded enough to potentially aid someone you describe as a POS to get into the Army as an officer no less. Poor judgement. Bredding as an officer was charged with a great responsibility to the country. It would appear that he met this obligation with the same vigor that he met his obligations to is family etc. I guess he is drawing a pension from the government. Frankly as he has brought discredit to the Army they should not be doing that. Given the charges against Breeding I wonder who the bigger POS is. Lots of trouble here. We won't solve it on this site but it gets things out in the open.
