[Excerpts] LOCK HAVEN - An off-duty state trooper raped an acquaintance after accompanying her home last year, the state attorney general said Thursday. Trooper Richard Keener, 39, of Bellefonte, was charged Thursday with two counts of indecent assault and one count each of rape and sexual assault. Keener, who was stationed at the state police barracks in Lamar, Clinton County, was arrested Thursday while on duty in Centre County... The victim at one point went to her bedroom alone and was unknowingly followed by Keener, who closed the door, "forcibly grabbed (the victim) by her neck, threw her onto the bed and started biting her... grabbed the woman by the throat... [Excerpts] ...Keener's attorney, Joe Amendola, said the trooper's encounter with the woman was consensual and that he had been in a relationship with her for some time. "He expects to be exonerated and establish his innocence," Amendola said... The woman tried to fight Keener off -- the trooper about 8 inches taller and 130 pounds heavier than the woman - but was unsuccessful, [Attorney General Tom] Corbett said. Corbett's office said the reason the charges came more than a year after the alleged assault is because the FBI had to perform time-consuming DNA tests, because the case posed a conflict of interest for the state police crime lab. [Excerpts] A jury trial is set to begin tomorrow at 8:30 a.m. for Richard S. Keener, a state trooper charged with raping and sexually assaulting a Lock Haven woman at her home two years ago. The trial in Clinton County Court of Common Pleas before Judge J. Michael Williamson is expected to last at least two days... Keener is being represented by State College attorney Joseph Amendola. Jonelle H. Eshbach of the Office of Attorney General, Bureau of Criminal Investigations, is prosecuting the case... [Excerpts] A former state trooper entered a last-minute guilty plea to several lesser charges Wednesday afternoon, on the eve of a scheduled jury trial for rape and sexual assault... Under the plea agreement between Keener’s attorney, Ronald McGlaughlin, and Deputy Attorney General Jonelle Eshbach, charges were reduced to non-felony counts of unlawful restraint, simple assault, indecent assault and disorderly conduct. Keener, 40, of Marble Lane, Bellefonte, was immediately sentenced to 10 years probation and was fined $1,000 by Clinton County Judge J. Michael Williamson. Testimony revealed that Keener retired from the Pennsylvania State Police after criminal charges were filed and prior to the plea agreement... During the hearing, Eshbach noted that the victim in the case, a Lock Haven woman who attended the hearing, was in agreement with the suggested sentence. She was asked by the judge to verify that fact, and replied with a one-word response, "yes." As a special condition of the sentence, Judge Williamson ordered Keener to have absolutely no contact with the victim... Keener, in his statement to the court, asked forgiveness from his family and community and added that his actions had been costly to himself as well. "I lost my job and my career," he said, "and I’m in bankruptcy ... This is more than a reasonable sentence." He then turned toward the victim, who was sitting in the audience section of the courtroom and told her, "I’m sorry for anything that caused you harm ... BELLEFONTE -- A former state police trooper from Bellefonte who was on probation for assaulting a woman in Clinton County is now accused of crashing his car into a utility pole while driving drunk, seriously injuring his wife. Spring Township police say 40-year-old Richard Scott Keener was standing outside his vehicle on the 1200 block of Airport Road covered in blood around 9 p.m. Sept. 6 when police arrived at the scene. Keener denied being the driver of the car, refused medical treatment, and told officers that his wife - who was laying across the front seat, unconscious, bloody and had a noticeably broken arm -- was "just sleeping," police said. His wife, Brenda Keener, wasn't sleeping. Police say her brain was bruised and bleeding, she had a broken arm, cuts on her face and shoulder, and her pelvis, vertebrae and two ribs were fractured... Two beer cans were found at the scene and Keener, who refused any field sobriety tests, was arrested and later found to have a blood alcohol level of .234 percent. Two witnesses to the crash told police Keener was in the driver's seat when they stopped to check on the car's occupants... He is now in jail for violating his probation. "Obviously this was a very serious accident in which he almost lost the life of his wife and even his actions after the accident indicate no real concern for her," said District Attorney Michael Madeira. "So, we're going to push hard on this one." Keener waived his preliminary hearing Wednesday and will face trial on aggravated assault by vehicle while DUI and other related charges. [Excerpts] A former state trooper from Clinton County was sentenced to a county prison term Monday, after violating the terms of his 10-year probation for a 2006 sexual assault in Lock Haven. Richard Keener, 40, of Marble Lane, Bellefonte, will serve an aggregate term of 10 to 23 months in Clinton County Correctional Facility on charges of indecent assault and unlawful restraint... [Judge J. Michael] Williamson said it was the Deputy Attorney General Jonelle Eshbach's decision not to take the most serious crimes to trial. Because of the agreement, he said, he was limited to considering only those crimes for which Keener was sentenced last year... Eshbach also argued for a severe penalty. She reminded the judge that he told Keener "your life is in your hands for 10 years," and that he admonished the defendant to "not screw up." A very short time later, she said, Keener was back in court again - and again was charged with a serious crime... "I understand what the court said and I've taken it to heart," Keener told the court. "I am very sorry for what I did. I know I need to take care of my family, and I need to fix this ... If I stay in jail there's a good possibility my family will lose our house ... [Excerpts] A former state trooper from Bellefonte admitted in court to driving drunk, crashing into a utility pole and seriously injuring his wife as part of a plea agreement that will likely have him spending at least a year in jail. Richard S. Keener, who lives at 102 Marble Lane, is already in jail after violating the terms of a probation sentence... Keener pleaded guilty Thursday in front of Centre County Judge Thomas King Kistler to aggravated assault by vehicle while DUI, recklessly endangering another person and a summary traffic offense. His attorney, First Assistant Public Defender Deborah Lux, said she will ask that Keener, 41, be allowed to serve his one-year sentence on the assault charge concurrent with his Clinton County sentence. Former state trooper Richard Keener will spend one day less than one year in county jail for seriously injuring his wife in a September drunken driving accident on Airport Road. The 41-year-old former Scout and member of the National Guard sobbed in court, telling Judge Thomas King Kistler that his one mistake made him "an admitted felon." -- "I understand completely that the decision I made put me where I am," Keener said. "The reason I’m here to talk to you isn’t to ask for leniency for myself, but for my family." His attorney, First Assistant Public Defender Deb Lux, asked that he be sentenced to one day less than a year in prison so that he could serve a county sentence instead of a state prison sentence, therefore becoming eligible for work release to help his family’s dire financial situation... "I believe the reason I healed and I’m doing so well is because God has a plan for us and we’re supposed to be together and our family is supposed to be together," his wife, Brenda Keener, said. Prosecutor Nathan Boob asked Kistler to sentence Keener to one to two years in state prison to be served after he finishes a 10-to 20-month sentence for probation violation in Clinton County... Kistler said Keener’s rehabilitative needs were better met in county prison. He ruled the sentence will be served after Keener finishes serving his Clinton County sentence. I "know" this POS from years of interacting with him on the internet. He's a total sociopath. I had hoped the court would have been a lot harder on him; the inner workings of his mind are deranged. He needs to be completely removed from society.

ReplyDeleteI've known Ex-Trooper Keener for a long time and I never thought that he would turn out like this! I feel so sorry for his wife and two little girls. What God wants them to really do is get away from him and start new. They deseve better, much better. My prayers are with Brenda and the girls.
