[Excerpts] A Pittsburgh police detective has been put on desk duty and faces a preliminary hearing today on the second domestic violence charge filed against him in nine months. Alphonso C. Sloan, 38, of Stanton Heights, was charged July 13 with simple assault, as was his girlfriend, Yvonne Williams-Hill, 25... An internal investigation is under way. He and Ms. Williams-Hill are forbidden by the court from contacting each other. In last week's incident, Ms. Williams-Hill told police that Detective Sloan slapped her and pulled her out of his vehicle by her feet and legs in the Strip District at Liberty Avenue and 24th Street around 10 p.m... He told police he went to his sister's house, called 911, and then waited for 90 minutes before calling again. He "stated that he would make a report the following day figuring that she would calm down and remember what really occurred and how she had assaulted him," the affidavit said... On Nov. 12, Detective Sloan and Ms. Williams-Hill (then listed on a criminal complaint as Ms. Williams) were arrested at her Elmore Square apartment and charged with simple assault... Eight days later, prosecutors withdrew charges against Ms. Williams-Hill. Determining what happened to Detective Sloan's case is more difficult. There is no record of the charge in the court system, indicating the case might have been expunged... An internal disciplinary process against Detective Sloan has gone to arbitration. Deputy Chief Donaldson said he could not disclose the bureau's recommendation. [Excerpts] A Pittsburgh police detective and his girlfriend have filed complaints against each other stemming from an alleged incident of domestic violence in the Strip District... The complaint states that both people said an argument started once they were inside Sloan's vehicle, and both of them said Sloan pulled Williams-Hill out of the car at the corner of 24th Street and Liberty Avenue. In Williams-Hill's version of the story, she alleges that Sloan hit her with his open hands in his vehicle as she tried to cover up. She also said Sloan pulled her out of the car by her feet and legs from the front passenger seat... In the criminal complaint that Sloan filed against Williams-Hill, he alleges that he left her at the eatery because she was intoxicated and he said that's what led to the argument. Sloan told investigators that Williams-Hill, 25, of the Hill District, hit and punched him when she was inside his vehicle and that he warned her to stop... [Excerpts] ...It's the second time Alphonso Charles Sloan, 38, of Stanton Heights has been arrested in connection with domestic violence charges against his girlfriend, according to a criminal complaint. Police charged Sloan and Yvonne Williams-Hill, 25, of the Hill District with simple assault. Williams-Hill — who also was previously charged with domestic violence against Sloan, police said — is scheduled to appear in court today, as well... According to the criminal complaint filed against Sloan: An argument ensued inside Sloan's vehicle, and he demanded Williams-Hill get out. When she refused, Sloan began striking her "with open hands" and Williams-Hill defended herself "with her raised arms." Sloan then exited the vehicle and yanked Williams-Hill from the front passenger seat by her feet and legs at the corner of Liberty Avenue and 24th Street. He threw one of her shoes in a nearby parking lot. Police said Williams-Hill suffered minor abrasions on her elbows during the tussle. The attorney for a Pittsburgh police detective accused of assaulting his girlfriend and then dumping her on a Strip District curb said Tuesday he's confident the case will be "resolved." Alphonso Charles Sloan, 38, of Stanton Heights appeared in Pittsburgh Municipal Court for a preliminary hearing on a charge of simple assault that was eventually postponed... Subsequent case was dismissed also due to the victim's admission that she was the agressor in the assault... again.
ITS AWFUL that the pressure is on the frightened, threatened, and assaulted victim in domestic violence cases. In officer involved dv even the prosecutor sometimes discourages the victim. Who will stand by the victim... or more difficult, protect the victim.
In THIS case I noticed the prosecutor does not believe the victim is the aggressor so dropped the charges. WELLLLLL, I sure would love to hear the details of what leads the prosecutor to believe that. It's pretty incriminating on Sloan. I'd LIKE to say well then why doesn't the DA prosecute Sloan, but without the witness...
VICTIMS HAVE TO DO WHAT THEY HAVE TO DO WITH WHAT THEY HAVE. There are some people who get angry at victims for recanting or taking the blame - like the victim's responsibility is to all others who will ever be in their position. But folks don't understand what a lonely, frightening spot it is to be in. Where are all those quick-to-judge people when the victim on the spot needs someone?
There IS NO activism for victims of officer involved dv. Just a dumb blog and a polite expert. That's not enough.

Just before the hearing began in City Court, [Assistant District Attorney Rebecca] Auld dropped the charge against Ms. Williams-Hill, explaining that she believed Detective Sloan was the aggressor...
This post is from Detective Alphonso Sloan. The DA had no reason to believe that I was the agressor because the victim told her that she was the aggresor herself. That statement was from a DA who was trying to justify her mishandling of the case. The victim is not a victim. She has a drinking problem and becomes violent after being intox. I am 6ft1 and 300 lbs and she is half my size. At no time did she suffer any injuries that would suggest that she was assaulted by me. In the first incident she suffered a cut to the bottom of her foot (from stepping on glass) and suffered a SCRATCH on her elbow on the 2nd incident. Her admission while sober and under oath is an accurate account as to what really happened. Sorry but no cover up, no threats to the victim. My injuries: A head laceration, swollen cheek, bite mark w/broken skin. In both incidents the DA dismissed her charged BEFORE SHE EVEN TESTIFIED AND AFTER SHE ADMITTED TO BEING THE DRUNKEN AGGRESSOR! I know that these websites are not law enforecement friendly, but the truth is the truth! There is not much that I can do to make haters stop hating, but justify your hate and find someone who is more worthy of your animosity.
