[Excerpts] A Hartford police officer was arrested last month, for the second time in less than a year, in a domestic violence incident involving his ex-girlfriend, according to court records. James Rutkauski, 39, was charged March 19 by Manchester police with disorderly conduct. A protective order was issued and the case was referred to a family relations officer. He is scheduled to return April 12 to Superior Court in Manchester. Rutkauski, who has been with the Hartford Police Department since December 2004, is on administrative duty, a spokeswoman said. He and his ex-girlfriend, who lives in Manchester, were both arrested in 2009 in separate domestic violence incidents involving each other, according to a warrant for Rutkauski's recent arrest. The warrant does not say what charges were filed, and public records of those cases are no longer available. In this year's case ... he accused her of seeing someone, choked her and threw her to the floor, the warrant states. She waited until after he left the following morning to call police because she was afraid he would harm her, according to an arrest warrant.   2. The loser in this is the public. When a scorned woman uses the system to take out vengence - that is the crime here. And to use friends in the media to perpetuate the lies and damage.

  3. Mr or Miss Anonymous, Mr Rutkauski has you under his spell. If you love or care about Mr Rutkauski do not waste your time posting comments regarding this case without knowing the facts. Judging from your post it is clear you know nothing regarding this case.

    Instead help Mr Ruthkauski seek the help that he needs, if not for him for his family. He really needs it! The only loser here is Mr Rutkauski, and those who believe anything he has to say. The victim did what any other woman would have done.I saw the cuts, marks and bruises on her body. Mr Ruthkauski should be terminated from the Hartford Police Department and we hope and pray that IA and the City of Hartford does just that. The judical system, and lots of freindds and family are on her side.
    The judical system is holding Mr Rutkauski accountable for his actions and so should you. Our goal is to make sure Mr Ruthkausi does not hurt anymore women. We will Pray for you.

    The bruises & cuts were on Officer Rutkauski and he abstained from pressing charges so Ms. "Victim" could remain a custodian to her grandkids. Taking out ones anger via the justice system against someone is a sign of vindictiveness, not victimism. Self inflicted injuries are recognizable by those who have seen true abuse markings. Trashing someone is a sign of ignorance & immaturity. Hope & pray that these two never bother one & another again. For both their sakes & their families.

    Wow..... He's been like this forever. He will never change. HE is the problem. Stop being so delusional. It isn't anyone's fault but his own that he is so broken. I wish I had quashed the police department idea back in 2004.
