The St. Paul police officer who admitted sending harassing messages to a romantic rival was sentenced Thursday, but her legal troubles may not be over. Jessica E. Phillips, 29, is being investigated in another criminal matter... the case involved harassment of a different victim, with the "same basic set of circumstances" underlying it...
WHY?:
- WHY were the other two charges dropped? No clue is given. A police officer using official law enforcement databases to stalk their victims isn't that big of a crime in St. Paul Minnesota?
- WHY was her sentence on the lone remaining charge stayed? No clue to that either. Is it on the sorry premise that a police officer serves society so gets to commit and get away with a certain amount of crime?
- WHY is Officer Phillips on paid leave? Will she remain on paid leave as faces the charges ahead of her that are just like the ones she just said she's sorry for?

[Excerpts] The St. Paul police officer who admitted sending harassing messages to a romantic rival made a tearful apology in court today before she was sentenced. "I feel really bad for everything," said Jessica E. Phillips, 29, who received a stay of imposition of sentence, meaning if she remains law-abiding and sober for two years, the charge will be reduced from a gross misdemeanor to a misdemeanor. "I've been through hell... I'm trying to build another career and I can't do that with this level of crime on my record," she said, referring to the gross misdemeanor. She also said she didn't remember making the harassing contacts because she was drunk at the time. Outside the courtroom, Phillips said she wasn't sure if she was going to try to keep her police officer job. Ramsey County District Judge Rosanne Nathanson also ordered Phillips to pay $980 in restitution to the victim in the case... [The victim] had lived with St. Paul officer Louis D. Ferraro, 46, at his home in Columbia Heights until Ferraro told her in March 2009 that he and Phillips were seeing each other... The guilty plea came days after a Ramsey County court referee rejected Phillips' petition for a two-year order for protection against Ferraro. She had alleged that Ferraro had hit her and raped her, and that she feared for her life. Ferraro had said that the two enjoyed rough but consensual sex and that she filed the order for protection to bring a "major ... storm" down on him professionally, as she had written in an e-mail... Phillips is on paid leave from the department... [Ferraro] was charged with violating a temporary order for protection regarding Phillips; that charge will be dismissed after one year, assuming he remains law-abiding. Phillips, 29, is being investigated in another criminal matter, a St. Paul police spokesman confirmed Thursday. Sgt. Pete Crum said the case involved harassment of a different victim, with the "same basic set of circumstances" underlying it... Ramsey County District Judge Rosanne Nathanson stayed the imposition of sentence for Phillips in the first case... Two other charges, of harassment and unauthorized police computer access, were dismissed... [The harassment victim] told the court it was bad enough that Phillips carried on a long-term affair with her boyfriend. "She then harassed and tormented me about it in disgusting and threatening text messages, voice-mail messages and e-mails ... then threatened to expose me to actual sexually explicit digital photos of the affair as well... Every time I receive a phone call from an unknown number, I fear that it could be her... If my doorbell rings unexpectedly, I panic. When I leave my house, I am afraid she will be outside waiting to confront me in some way." [The harassment victim] said she also hoped Phillips would not be in a position of authority again.
