[PA] Pittsburgh police are not tracking allegations of officer-involved domestic violence

Pittsburgh police fail to comply with law in tracking officer-involved domestic violence
Pittsburgh police are not tracking allegations of officer-involved domestic violence in the manner required by city law, more than a decade after city officials reformed the way such allegations were handled. The Pittsburgh Bureau of Police is required to keep two electronic databases that detail officer-involved domestic violence incidents and protection-from-abuse orders, according to a policy passed into city law in 2007 as part of a wider reform of the bureau’s reporting system. But following inquiries from the Pittsburgh Post-Gazette in the wake of a recent case involving an officer charged in a domestic dispute, city officials said Wednesday that no such databases exist. Mayor Bill Peduto on Monday ordered the police department to create the electronic databases by the end of the week... In a response to an open-records request and appeal filed with the state Office of Open Records by the Pittsburgh Post-Gazette, Deputy Chief Thomas Stangrecki said in a letter dated Wednesday that he could not find any electronic databases and could locate only a printed Excel file that was last updated in 2014... [Excerpts] An off-duty Licking County sheriff’s deputy became involved in a domestic dispute, got into his cruiser and crashed into a neighboring house Wednesday afternoon in Reynoldsburg... Deputy Jon Yaeger, 39, was transported to OhioHealth Grant Medical Center, where he was treated for non-life threatening issues. Yaeger has not been charged, said Reynoldsburg police, who are turning the case over to the Ohio Bureau of Criminal Investigation. Licking County Sheriff Randy Thorp said he is placing Yaeger on paid administrative leave... “Early indications are that he suffered from some type of mental-health issue”... Deputy Jon Yeager remained hospitalized Thursday morning after crashing his cruiser into a Reynoldsburg home while off-duty. The crash occurred Wednesday afternoon... Reynoldsburg Police had been dispatched to Yeager's home, which is in the area of Ridgeline Drive, on a report of a domestic dispute... Thorp said initial reports Yeager had shot himself were not correct and Yeager had not fired his weapon. Yeager was not on-duty at the time of the crash and was not heading to work. [Excerpts] A Licking County Sheriff's deputy who crashed his cruiser into a Reynoldsburg home Wednesday afternoon has been charged with domestic violence for events preceding the crash. Deputy Jon Yeager, 39, has been charged with domestic violence, assault and disorderly conduct, Reynoldsburg Police Lt. Ron Wright said... The charges stem from an incident Wednesday afternoon at Yeager's family home... Yeager is alleged to have assaulted his wife and then calmed down, allowing his wife to get the couple's children and her mother and leave the home... Yeager left the house a short time later in his cruiser... Wright said there was no indication Yeager was pursuing his wife. "He gets into his cruiser and drives down the street at a high rate of speed and then crashed into the house on Ridgeline"... He remains hospitalized... Wright said Reynoldsburg officers have an arrest warrant in hand for Yeager and will transport him to the Franklin County Jail after he is released from the hospital. He will be housed in Franklin County to avoid potential security or conflict of interest issues related to his work as a sheriff's deputy... [NY] State Atty. Gen. Schneiderman accused by women of domestic violence

Update: Three hours after the publication of this story today by The NewYorker New York Attorney General Eric Schneiderman resigned from his position. Victims stories were vetted.

One of the women:
“This was under no circumstances a sex game gone wrong. This did not happen while we were having sex. I was fully dressed and remained that way. It was completely unexpected and shocking. I did not consent to physical assault."

[Excerpts] As Eric Schneiderman used the authority of his office to assume a major role in the #MeToo movement, the distress of four women with whom he has had romantic relationships or encounters grew... All have been reluctant to speak out, fearing reprisal. But two of the women, Michelle Manning Barish and Tanya Selvaratnam, have talked to The New Yorker on the record, because they feel that doing so could protect other women. They allege that he repeatedly hit them, often after drinking, frequently in bed and never with their consent. Manning Barish and Selvaratnam categorize the abuse he inflicted on them as “assault.” They did not report their allegations to the police at the time, but both say that they eventually sought medical attention after having been slapped hard across the ear and face, and also choked. Selvaratnam says that Schneiderman warned her he could have her followed and her phones tapped, and both say that he threatened to kill them if they broke up with him.... A third former romantic partner of Schneiderman’s told Manning Barish and Selvaratnam that he also repeatedly subjected her to nonconsensual physical violence, but she told them that she is too frightened of him to come forward... [CO] Jail Deputy Potter arrested for domestic violence and harassment

Adams County Sheriff’s Deputy Vincent Potter was arrested for domestic violence and harrassment involving his girlfriend, put on administrative leave, put under internal investigation, and is free on bond. No mention in the news of a protection order or other safety measures for the girlfriend.

[MA] Seekonk Police Officer Gary Rushing arrested for serious dv on dispatcher girlfriend

Seekonk Police Officer Gary Rushing is charged with assault and battery with serious bodily injury, strangulation or suffocation, and assault and battery on a family or household member. The Bristol County District Attorney's Office wanted the judge to have him fitted for an ankle monitor but that was denied.

In a release, Chief Mace said he apprised the Bristol County District Attorney's Office of the allegations, as is protocol, and that two Massachusetts State Police detectives were assigned to investigate... Rushing was arraigned in Taunton District Court on charges of assault and battery with serious bodily injury, strangulation or suffocation, and assault and battery on a family or household member... SEEKONK POLICE OFFICER DENIES EX-GIRLFRIEND'S ASSAULT CLAIM

[Excerpts] A local police officer embroiled in a domestic dispute with a town police dispatcher he once dated was in an Attleboro courtroom Tuesday, a day after appearing in Taunton District Court. Gary L. Rushing Jr., 38, who is now on paid administrative leave, pleaded innocent in Attleboro District Court to four assault charges and a strangulation charge... Rushing allegedly put an unloaded gun to the woman’s head and pulled the trigger. The woman told police she did not know the gun wasn’t loaded... Rushing is due back in Attleboro District Court June 19, a day after an appearance date was scheduled in Taunton District Court. He is free on his own recognizance with orders to stay away from and have no contact with the alleged victim. He has also surrendered his weapon and firearms license. [Full article here]

SEEKONK POLICE OFFICER FACES MORE DOMESTIC VIOLENCE CHARGES

[Excerpts] ...Only Eyewitness News was in court Tuesday morning when the defense waived the reading of charges against [Seekonk police officer] Gary Rushing, 38, during his arraignment. Massachusetts State Police arrested Rushing Friday and charged him with assault and battery with serious bodily injury; strangulation or suffocation; and assault and battery on a family or household member... Investigators said the woman detailed several incidents of abuse involving Rushing including several times when she said Rushing strangled her to unconsciousness. During another incident, she said Rushing pointed an unloaded gun - which she thought had bullets in it - to her head and pulled the trigger. Since the alleged incidents happened in both Seekonk and Attleboro, charges were filed in two different jurisdictions... Seekonk Police Chief Craig A. Mace Monday said Rushing - a two-year veteran with the force - was placed on administrative leave pending an internal affairs investigation. [Excerpts] A Massachusetts police officer is accused of pointing an unloaded gun at his girlfriend, a police dispatcher, and pulling the trigger. The woman says Seekonk police Officer Gary Rushing pointed a gun at her head in 2016 and told her to kill herself after she mentioned thoughts about suicide. She says she asked him to pull the trigger, believing he wouldn't do it. She says she didn't know the gun was unloaded. Rushing denies the allegations, and his lawyer says he looks forward to clearing his name. The woman also says that Rushing choked her into unconsciousness multiple times. A former Missouri City police officer now on Texas death row lost out on a federal appeal Tuesday, bringing him one step closer to the death chamber. Robert Fratta was sentenced to death by a Harris County court in 1996 after jurors found him guilty of hiring someone to murder his wife Farah Fratta... Farah and Robert Fratta were in the midst of a contentious divorce and slated for a child custody hearing less than three weeks after the 34-year-old mother was shot in the head while stepping out of her car.
