[KS] "Standard procedure" to not arrest the mayor for "striking his wife"?

From yesterday's news:
...Edwardsville Mayor William "Heinz" Rodgers was cited earlier this month after allegedly striking his wife during a domestic dispute... Edwardsville police responded to a 911 call on the evening of Aug. 18. But by the time officers had arrived, Rodgers had left the residence. [Edwardsville Interim Police Chief James] Moore added that police officers ran into the mayor later that evening, but did not take him into custody. "That was part of the department's standard procedure"... officials have yet to decide whether to press charges...

    KCTV5's Dana Wright then tracked down the mayor at City Hall to ask him about the allegations. He told Dana that he had no plans to step down.... Dana e-mailed all of the Edwardsville council members, asking them what it meant for the mayor. She got a reply back late Thursday from one of them telling her it was a private matter having nothing to do with the city or the operation of the city....

    ...“My family appreciates all the thoughts and prayers from our family and friends regarding recent events in our lives,” Susan Rodgers said. “However, I would like to take this opportunity to remind everyone of the personal nature of this situation.”... Susan Rodgers’ comments came from a prepared statement. She said she had spent the entire day traveling back from Colorado. “This is a personal matter between my husband and me,” Rodgers said. “It has no reflection on the excellent job he is doing in leading this great city. We have sought counseling from our pastor and his [the pastor’s] wife, and I am confident that we will work through this issue and our marriage will be strengthened. Please respect the privacy of my family during this situation.”... The council continued to remain mum on the issue as well, only saying that the issue has nothing to do with the mayor’s leadership of the city’s business.
