[Excerpts] A Philadelphia narcotics police officer who retired on Tuesday at the age of 46 was arrested on Wednesday on domestic assault charges. Anthony Floyd, a 26 year veteran of the Philadelphia police department, and a member of the Narcotics Intensive Drug Investigations Unit, faces charges of simple assault, making terroristic threats, stalking, reckless endangerment and harassment... Floyd's union contract called for police to inform him of the charges and then give him three days to surrender. It's uncertain whether the officer will receive his pension. [Philadelphia Police Officer Anthony] Floyd is the third Philadelphia police officer in just over a week to land in the news with a career-ending scandal. On May 3, Officer Rudolph Gary was charged with murder in the shooting of his unarmed brother-in-law in an apparent dispute over a water-gun fight. Gary also wounded two bystanders, police said. And on Tuesday, Sgt. Robert Ralston was fired from the department after admitting he shot himself and fabricated a story about being shot by a [Black / African American] man. ...A source familiar with the case said Floyd, who is married, was romantically involved with the woman he allegedly assaulted in February. His wife apparently learned of his extramarital relationship when he was arrested, the source said... Police said detectives began investigating Floyd on Feb. 3, when his paramour contacted the Internal Affairs Bureau and claimed she was the victim of a domestic assault. Floyd, who worked in the Narcotics Intensive Drug Investigations Unit, was told earlier this week to report to Internal Affairs for a meeting. He retired after being notified of the meeting. Floyd surrendered to Internal Affairs investigators yesterday and was charged with simple assault, making terroristic threats, stalking, reckless endangerment and harassment. Although Floyd's retirement appeared to be a possible last-ditch attempt at saving his pension, police union officials say it was likely not the case. For one thing, Floyd joined the force in 1996, but began working for the city in 1984, making him eligible to retire at age 45. The city's code also makes it difficult to strip retirees of their pension, even if they end up behind bars. Chapter 22-1300 of the code states that a city employee could lose retirement benefits only if he or she pleads or is found guilty of perjury; accepting or offering a bribe; engaging in graft or corruption; theft, embezzlement or willful misapplication of city funds; malfeasance in office or engaging in conspiracy to commit any of the above... Anthony Floyd, 46, a member of the Narcotics Bureau's Intensive Drug Investigations unit and a 26-year veteran of the department, retired Tuesday after learning of the charges he was facing: simple assault, making terroristic threats, stalking, reckless endangerment, and harassment.
Floyd is the third Philadelphia police officer in just over a week to land in the news with a career-ending scandal. On May 3, Officer Rudolph Gary was charged with murder in the shooting of his unarmed brother-in-law in an apparent dispute over a water-gun fight. Gary also wounded two bystanders, police said.
And on Tuesday, Sgt. Robert Ralston was fired from the department after admitting he shot himself and fabricated a story about being shot by a man. Police sources have speculated that Ralston concocted the tale because he wanted to be transferred to another district, or because he wanted attention.
Both men have been suspended pending termination from the force.
Police opened an investigation into Floyd on Feb. 3, said police spokesman Lt. Frank Vanore, after a female friend of Floyd's reported a domestic assault.
Floyd's union contract required that police inform him of the charges and give him three days to surrender, Vanore said. Floyd retired after learning of the charges, then turned himself in to Internal Affairs the next day.
It was unclear whether Floyd will receive his pension. He is not charged with committing any crimes while on duty, or with using his position to commit crimes. Vanore said it would be up to the pension board to decide.

ReplyDeleteDeputy Chief Anthony Floyd Jr.,retired in May 2007 and honorably served the City of Philadelphia after twenty years of service retiring as a Police Lieutenant.The officer arrested is not Former Deputy Chief Floyd. The officer mentioned in the article was arrested in 2010 while actively serving in the capacity of a narcotics officer with the City of Philadelphia Police Department. Two distinctly different persons with a similar name. Retired Police Lieutenant and former Deputy Chief Anthony Floyd Jr. served with honor and distinction with the Philadelphia Police Department and Millersville University of Pennsylvania. The arrested officer served as a narcotics and was never promoted to any higher rank while actively serving in the Philadelphia Police Department.Those individuals that would purposely submit false, erroneous information in the above postings on the honorable name and character of retired Police Lieutenant and former Deputy Chief Anthony Floyd Jr.know that they are committing slander and would be subject to a law suit which is against the law. This is why they chose to add their comments in an anonymous fashion. At no time was retired Police Lieutenant and Former Deputy Chief of Police Anthony Floyd Jr. ever fired or arrested for any crime. The article is referring to another officer with the same who committed the crime while actively serving in the capacity of narcotics officer with the Philadelphia Police Department in 2010. Police Lieutenant Anthony Floyd Jr. retired from the department in 2007.
