PROVIDENCE OFFICER ARRESTED ON ASSAULT CHARGES

[Excerpts] A Providence police sergeant was arrested yesterday for allegedly assaulting his former wife in North Kingstown, according to the North Kingstown police. Sgt. John Carnevale, 43, of Providence, was arraigned last night by Justice of the Peace Donna Burke on a charge of simple assault and disorderly conduct/domestic related... Carnevale, vice president of the Providence police union, was released on $1,000 bail... Carnevale's former wife, [JC] told police that Carnevale had PUNCHED, CHOKED AND WHIPPED HER WITH AN ELECTRICAL CORD in the basement of her home... [JC] told police that her former husband had been at the house visiting their two children when she arrived home to find him in the basement USING A BAND SAW, according to a police report by North Kingstown Patrol officer John K. MacCoy. She told police that Carnevale assaulted her after she twice unplugged the saw... MacCoy noted that [JC]'s neck region was "red and irritated" and the back of her dress was dirty. [JC] told police that Carnevale left the home driving a red Dodge truck... The police seized a handgun and ammunition from him during the arrest... Carnevale told North Kingstown Det. Sgt. Jeffrey A. St. Onge that he had pushed his former wife away from the saw to keep her from getting cut... Carnevale denied choking her and said she was trying to get him arrested because of a dispute between them about selling the house...

THEY SAID THEY HAVE RESPONDED TO MULTIPLE CALLS AT HIS FORMER WIFE'S HOME. SHE HAS FILED SEVEN COMPLAINTS AGAINST HIM OVER THE PAST FOUR YEARS. JOHN CARNEVALE WAS FIRST ARRESTED SEVERAL YEARS AGO AND CHARGED WITH ASSAULTING HIS WIFE, BUT THE CHARGES WERE LATER DROPPED. [Excerpts] The vice president of the Providence police union faces charges after allegedly assaulting his ex-wife and whipping her with an electric cord. IT WAS THE THIRD TIME IN FIVE YEARS THAT POLICE SGT. JOHN CARNEVALE HAS BEEN ARRESTED FOR ALLEGEDLY ASSAULTING HIS EX-WIFE, [JC]. CARNEVALE, 43, WAS ARRESTED IN FEBRUARY 1999 FOR ALLEGEDLY RIPPING A PHONE CORD FROM THE WALL AND ASSAULTING HER, AND IN SEPTEMBER 2001, WHEN HE ALLEGEDLY THREATENED TO SLIT HER THROAT AND DAMAGE HER CAR... THE CHARGES IN THOSE CASES WERE DISMISSED... THERE ARE NO RECORDS OF THOSE CHARGES IN COURT FILES... He was arraigned by a justice of the peace Tuesday evening on misdemeanor charges of domestic simple assault and domestic disorderly conduct. He was released on $1,000 recognizance. Carnevale has served in the Providence police since 1985. Under the Police Department's policy, police officers who have been charged with misdemeanors remain on duty, although they turn over their firearms to their supervisors when they're off duty. According to the state Law Enforcement Officers Bill of Rights, which governs how police officers are disciplined, a police officer who is charged with a misdemeanor can be suspended with pay and benefits for up to 180 days. Providence Deputy Police Chief Paul Kennedy declined to discuss the case or Carnevale's status in the department. "We're not going to comment until we've had an opportunity to review," Kennedy said yesterday. Providence police Sgt. ROBERT PANICCIA, THE PRESIDENT OF THE POLICE UNION, ALSO DECLINED COMMENT, BUT SAID CARNEVALE WOULD RETAIN HIS DUTIES AS VICE PRESIDENT.

    [Excerpts] ...Recently, a number of Rhode Island’s Legislature has experienced run-ins with the law, with one instance revealing a lengthy history of criminal activity for Representative Dan Gordon, a Republican. As Gordon continues to spend much of his time in the news, the same cannot be said for Representative John Carnevale, a Democrat with his fair share of criminal history... John Carnevale, a former Police Sergeant who now represents District 13 Providence / Johnston, was arrested in 2004 by the North Kingstown Police for allegedly assaulting his ex-wife. It marked the third time in five years that he had been arrested, and the third time the charges were either dismissed or he was found not guilty. None were a problem, or exposed, as Carnevale ran unopposed for the House of Representatives in 2008.... With overwhelming examples of our elected officials having their fair share of bouts with the law, it’s time to develop a plan that addresses these critical issues. The time has more than arrived where we must do everything possible to move Rhode Island away from its resounding reputation as a state full of corrupt, criminal politicians. The first step could very well be to ensure that all politicians, Democrats and Republicans alike, are held to the same standards if they insist on finding themselves at the center of criminal activity.   3. This monster assaulted me while he was in uniform in Providence about 10 years ago. He and another police officer assaulted and arrested me as I tried to go home to the boat I as living on at a certain marina in Providence. They told me to "go home!" and I said, "I am!" and as I tried to go to the docks, they assaulted me, leading to my arrest for "disorderly conduct". When I saw the police report, this monster's name was mysteriously absent, though he WAS the ringleader.
    I hope he goes to jail. I had a tough fight to clear my name, which I did, but the cops got away free and clear.

  4. He 's a complete embarresment to Police Work. he comes from a Political family,got a disability pension because of his connections. I watched him on Capitol TV during the pension hearings. He said he goes on hunting trips quite often. He can tromp thru the woods carrying a gun, but can't be a Policeman? Nobody gets that many complaints of violence dismissed without political connections. That goodness he hasn't killed anyone YET.

Unlike the other two haters on the page I feel that you two obviously don't understand that sometimes crazy situations come about....In a divorced family Drama is somewhat unavoidable on the part of both of the parents especially when there are children involved....I feel there is more behind the scenes than you know...People can say whatever they want to whom ever they want....Doesn't make these accusations true...And if someone is taken to court once it only make it easier to falsely accuse the same person a second/ third time
