Inquiry upholds charge against ex- deputy

MANATEE COUNTY -- In an internal investigation report released Monday, the Sheriff's Office dismissed an allegation of unlawful conduct against former deputy Christopher Francis. Yet the investigation, conducted with the assistance of federal authorities, upheld a charge of conduct unbecoming.
The unlawful conduct case stemmed from a dropped domestic battery complaint. The conduct unbecoming case stemmed from the discovery of illegal firearm attachments.
According to the report:
In November 2007, Francis and his live-in girlfriend argued and he pushed her down a flight of stairs, knocking her unconscious for several hours. Francis was arrested for domestic battery.
The girlfriend later filed a restraining order against Francis. The Sheriff's Office suspended Francis' arrest powers and reassigned him to the jail.
The injunction was eventually lifted and the domestic battery charge dropped.
Before the girlfriend dropped the domestic battery complaint, however, deputies went to the residence to remove Francis' firearms. They reported discovering an unregistered silencer with no serial number and two handguns altered to fire as automatics. Francis later admitted using the Internet to purchase the illegal items, which were shipped in packages labeled as machine or auto parts.
In February, Francis resigned. His law enforcement certification has been revoked.
