The city today said it will appeal an Allegheny County judge's order to uphold an arbitrator's decision to reinstate a Pittsburgh police sergeant who was accused -- and then cleared -- of assaulting his ex-girlfriend. Common Pleas Judge Paul F. Lutty Jr. on Friday ordered that the decision be upheld, exactly one year after former Sgt. Eugene Hlavac was fired for violating the city's "zero tolerance policy" on domestic violence....
