Already this year, the Police Department has received 821 complaints of domestic abuse by officers... Donald Sheehan of the FBI, a special agent coordinating the bureau's effort to reduce family violence by officers, said:
"New York hasn't been able to get a grip on the problem. What it takes is a commitment from the highest level of the department, and we just haven't seen that yet."
