Former Clackamas County Deputy Sheriff Brandon Claggett, 38, was arraigned last week on four charges that were slightly different than those identified by arresting police. Claggett was arrested early Tuesday morning after law enforcement officers convinced him (by phone) to turn himself in. Claggett’s estranged wife had called 9-1-1 and, according to police, complained that Claggett had kept her at home against her will... After he turned himself in, Oregon City police charged Claggett with kidnapping, but Deputy District Attorney Mike Regan said the circumstances didn’t warrant that charge. Regan said the definition of kidnapping that the Oregon Supreme Court is accepting includes two scenarios: a victim is “transported from one place to another against their will or a victim is secretly confined in a location where they can’t be found.” Claggett was arraigned last week on charges of coercion, menacing, unlawful use of a weapon and assault. The bail, which initially was set at $280,000, was reduced to $200,000, and Claggett’s mother immediately posted the 10 percent ($20,000) bail. Claggett was released from jail on a police officer hold, which gives Claggett the opportunity to go, under police supervision, to a mental hospital to be evaluated. Results of that evaluation will not be made public, Regan said. “Police have the ability to place a hold on someone and take them to a hospital if they believe they are a danger to their self or others. Then they are evaluated under a civil commitment process for mental health incarceration — against their will.” The mental health evaluation stems from the fact Claggett seemed suicidal just before going to pick up his children. “The fact that we knew he was armed and had the kids and was suicidal made us pretty nervous about getting those kids to a safe place,” Lt. [Excerpts] Former Arab police officer Shane Alldredge, released on parole from the Limestone Correctional Facility April 13, turned himself into Cullman County authorities Friday afternoon on a warrant accusing him of domestic violence. Alldredge, 33, who could face more time in prison because of the allegation, was suspended from the police force in 2005 and convicted of four ethics violations in 2006. Alldredge was found guilty of soliciting sexual favors in exchange for dismissing tickets or reducing charges. He began serving his three-year sentence in November after exhausting his appeals. A woman told Arab police that Alldredge threatened to kill her and her children on April 16. She obtained a protection order in Marshall County. The domestic violence warrant was issued in Cullman County because his residence is there, just south of Arab and in the Arab police jurisdiction... Robert Oakes of the Alabama Pardons and Paroles Board said Alldredge would not necessarily have to be convicted of the new charge to be sent back to prison.... Suspended Schenectady police Officer Kyle Hunter, charged last month with stealing his girlfriend's car, was arrested Friday and charged with violating an order to stay away from her, police said. Hunter was arrested on a felony contempt charge for violating an order of protection after a complaint that he was near the woman's home... Hunter was being held overnight in the city lockup and was expected to be arraigned Saturday morning... At 12:25 a.m. Friday, police responded to a city residence to investigate a reported domestic disturbance involving Hunter. Hunter allegedly damaged the woman's property and fled the residence before officers arrived. A thorough search was conducted to locate him, including the use of a Schenectady County Sheriff's K-9 Team. The investigation continued later in the day and led police to Amsterdam where Hunter was arrested, Clifford said...

[Excerpts] A suspended city police officer was arrested again, accused of damaging items during an argument with his girlfriend and violating an order of protection, police said. The incident went so far that city police had to use a K-9 to track their own suspended officer, Kyle Hunter. The track couldn’t find him early Thursday morning; he was finally found Friday at a friend’s house in Amsterdam, police said. Hunter faces one count each of felony criminal mischief and felony criminal contempt. The contempt charge relates to an order of protection that was put in place after his initial arrest March 27... “I’m going to [expletive] you like you [expletive] me,” Hunter was quoted in court papers as telling the woman then. Hunter, an eight-year police force veteran, was suspended without pay for 30 days after the first incident. Another 30 days without pay has been tacked on for the latest arrest. Hunter, who has faced discipline problems in the past, is one of seven city police officers already facing termination proceedings on a variety of accusations... The charges in Hunter’s most recent incident were upgraded because of the amount of damage caused...

Former Barstow Police Department officer and one-time City Council candidate Richard Villegas pleaded not-guilty to a roster of seven charges against him at the Barstow courthouse Thursday. Barstow police arrested Villegas Tuesday on suspicion of attempted kidnapping, robbery, and making criminal threats. As of his arraignment Thursday, the District Attorney's Office had added several new charges... Villegas was charged with three counts of criminal threats and one count of dissuading a witness, with the alleged victim being his wife, Tiara Villegas. He was charged with second-degree robbery and attempted kidnapping against a second alleged victim, [his name redacted]. He was also charged with possession of an assault rifle... Eddie Garcia, a family friend who was also present, said only that the charges stemmed from "a domestic situation"... Former Barstow Police Department officer and one-time City Council candidate Richard Villegas will go to trial on charges that he threatened his wife and tried to kidnap a man he believed to be her lover. At a preliminary hearing Tuesday, Judge John B. Gibson ruled that Villegas, who was arrested April 7, will be held to answer in trial on three counts of making criminal threats against his wife, Tiara Villegas, and one count of attempted kidnapping against her friend and coworker [redacted]. Gibson reduced a charge of second-degree robbery - which stemmed from Villegas allegedly taking [her friend]’s cell phone and refusing to return it - to a charge of grand theft from a person. He also upheld a charge of dissuading a witness, with the alleged victim being Tiara. The District Attorney’s office elected not to go forward with a seventh charge for possession of an assault rifle that stemmed from an incident in July of 2008, but Deputy District Attorney Sean Daugherty declined to elaborate on the reasons for not pursuing the charge. A late-night text message from [her friend] to Tiara’s phone spurred a confrontation between the couple in the early hours of April 7, Tiara testified. Tiara said Villegas motioned at her with the keys to his gun safe while they were arguing and said something bad would happen if she did not give him the phone; and that later, after forcibly taking the phone from her, he told her that he would leave her in the desert before he would give it back. Other people who came to the house that night and witnessed parts of the confrontation, including the mothers of both Tiara and Richard and a friend of Richard’s, did not testify during the preliminary hearing. The following day, during a confrontation with both Tiara and [his name redacted] outside their workplace, Tiara testified that Villegas said, “If the police are involved, I will have nothing to live for, so I might as well pop, pop, pop,” gesturing towards his own chest with his thumb. [Excerpts] Former Nashua Police Chief Clifton Largy was savagely attacked by one of his sons Wednesday morning, and then handcuffed and duct-taped to a barber's chair for nearly 12 hours until he was able to call for help... Eric Largy, 42, of 98 Pine Hill Road, told officers who arrested him that his father "got what he deserved," according to police reports... Eric Largy has no prior criminal record locally, Nashua District Court records show. Clifton Largy had planned to meet his brother, Daniel Largy, at their business, Collins Brothers Chowder... Eric Largy lured his father to the house on Pine Hill Road at about 8 a.m., however, telling his father that someone had left a golf club for him... As he walked into the living room, Clifton Largy said, he was suddenly struck in the back of his head, from behind, and his son then pushed him into a barbershop type chair, handcuffed him, and then duct-taped his arms and legs, securing him to the chair. Eric Largy then put a blanket over his father's head, and beat him repeatedly with some sort of blunt object, Clifton Largy told police. Police later found a sap (a flexible club made of leather, with lead inside) and sap gloves in the house and took them as evidence... Eric Largy greeted officer Nicole Brooks at his door by asking, "What the (expletive) do you want?"... Eric Largy went on to blurt out various statements, claiming that his father had tormented him all his life, and "the (expletive) bastard got what he deserved"... Several other officers went into the home and found Clifton Largy still bound to the chair by his wrists, police reported... Eric Largy is charged with kidnapping, a felony punishable by up to 7-1/2 to 15 years in prison, and second-degree assault, a lesser felony. The assault charge alleges that he repeatedly punched his father, breaking his jaw and both eye sockets. The kidnapping charge alleges that he hit his father after strapping him to the chair and restrained him all day. Studies have found that law enforcement families suffer more domestic violence than the general population. The Telegraph reported on the issue several years ago, after a Nashua officer was arrested for assaulting his wife and then threatening to kill two fellow officers during a standoff in his home. The officer was fired and later pleaded guilty and was sentenced to four months in jail. Two studies in the early 1990s found roughly 40 percent of police families reported domestic violence, compared with about 16 percent of the general population. Mutual aggression was the most common form of violence reported, but researchers found wives of male police officers were somewhat more likely than their husbands to initiate violence. The Largy's case echoes another, high-profile tragedy in New Hampshire, involving state Supreme Court Chief Justice John Broderick, whose son served 3-1/2 years in prison after being convicted of beating his father about the head with a guitar in 2002, breaking nearly every bone in his face... He said he was tied up at his house at 98 Pine Hill Road, and his son Eric had been beating him all day... Clifton Largy underwent surgery Friday at Massachusetts General Hospital to repair multiple broken bones in his face... Eric Largy allegedly admitted to beating his father, claiming he was acting in retaliation for years of abuse, and claiming that he and his father had gotten into a fistfight, police reported. That’s baloney, says Daniel Largy of Litchfield, who spoke with his brother in the hospital later that night. “He’s a good family man, always spoiled his kids,” Daniel Largy said of his brother, adding later, “There was never any altercation, there was never any fistfight. It’s sick,” Daniel Largy said. “It’s just so cowardly for a 42-year-old strong guy to do this to a 64-year-old man who spoiled him all his life… It’s so sad.”... [Full article here]
