[Excerpts] A PHILADELPHIA police officer who's already in hot water with the department was arrested earlier this week by Cheltenham Township police. Robbi Huff, 35, was charged with simple assault, disorderly conduct, harassment and resisting arrest after a fight with her boyfriend... Huff was allegedly "out of control," [Cheltenham Township Police Chief John] Norris said, and her boyfriend had "visible injuries to his face." She was released Thursday night on $10,000 unsecured bail, and is scheduled to face a preliminary hearing in Montgomery County District Court on March 24... This was not the first time...   1. The Phila Police Dept (PPD) is a very troubled institution. The Police Commissioner has made the departments integrity and accountability a central theme and has consistently rooted out bad apples. Since 2009, over 60 PPD officers have been arrested for crimes ranging from murder, rape, sexual assault, drug dealing etc. Many of these crimes were committed while on duty. The Phila Daily News, a local Phila paper, has chronicled these incidents over the years often having police misconduct as the front page story. Outside agencies who have evauluated PPD's troubles believe the problem is rooted in how PPD runs it's police academy. Recruits are not evaluated critically by instructors in an attempt to weed out troubled/ unstable/ incompetent individuals. Instead of recruits having to prove they are capable, instructors and recruits can be seen "having a beer" at the local watering hole. This is the type of behavior that stresses to recruits from Day 1 that the "brotherhood" supersedes everything else. PPD officers know who the troubled officers are but are in an entrenched culture where officers do not confront or report other officer misconduct. Superiors simply transfer "problems" to other units. When an officer finally reaches the public's attention, there is a documented history of problems and incidents. Officer Phillip Nace (25th District) of utube fame (pushing over a basketball net and repeated harassing citizens) has a file and is known to other officers as someone they don't want to work with. However, he has been on the streets for years. Why? Other officers are discouraged in a variety of ways from reporting the behavior they witness.

    Wow, sure wish we had something like this in Canada, specifically in BC. The police are so corrupt and brutal.. Victoria even hired a 'fired" police chief to run our police department. And there is nothing you can do. You put in a complaint to them, they come to your home, bring you into their vehicle and tell you to shut your mouth. Its horrible

    You may or may not believe me, though all of this is true. I know Robbi Huff, personally. I see her on a daily basis. I just want everyone who reads this to know, she is not a violent criminal. I just want all of this to go away. She's a normal woman with five children she has to care for. She is a mother, she is an aunt, she is a sister, and she is loved by almost everyone she meets. She didn't "attack" her boyfriend. If anyone out there wanted to know the "true" story, I'm sure she'd be happy to tell it. To the police who arrived on the scene after the incident, you are an utter disgrace, shame on you, I've lost almost all respect for you.

    A Philadelphia police officer has been suspended for 30 days with the intent to dismiss following her arrest on assault charges in Cheltenham Township.

    Robbi Huff, 35, also was charged with disorderly conduct, harassment and resisting arrest following a fight last week with her boyfriend.

    According to the Philadelphia Daily News, Huff was charged in a similar incident with her boyfriend in September 2012.

    A 15-year veteran assigned to the prestigious Highway Patrol Unit, Huff is the former partner of ex-officer Richard DeCoatesworth. DeCoatesworth, who has been in jail for 10 months, is currently weighing a plea deal on charges that he raped two prostitutes and forced them to do drugs.

    Huff was arrested March 13 on Arboretum Road near the Curtis Arboretum after police received a report of a domestic incident. Police Chief John Norris told the Daily News that Huff was allegedly “out of control” and her boyfriend had “visible injuries to his face.”

    Disgraced ex-cop refuses to plead guilty

    [Excerpts] RICHARD DeCoatsworth was once called a hero cop... Now the disgraced ex-cop is more like a drama king - one who really annoyed Common Pleas Judge Charles Ehrlich yesterday. Rather than plead guilty to promoting prostitution and related counts - as was expected - the jailed DeCoatsworth instead accused a city prosecutor of spewing lies about him, attempted to justify ignoring Ehrlich's order to submit to a presentencing mental-health exam and apparently decided to withdraw his guilty plea after all... The judge scolded DeCoatsworth for defying the court order... In jail since his arrest, DeCoatsworth became addicted to pain medication and then heroin... DeCoatsworth retired from the police force in 2011 after a five-year career that included his being named as a defendant in a series of civil-rights lawsuits.
