This blog is about officer-involved domestic violence, and some info on officers here on the blog has not been searchable because the information is nested in the "Comments" sections of other entries. When it comes to Lorain police, the people are best served by knowing. Perhaps it can spur change when the issues there can be seen together instead of as independent incidents. OHIO IS OVER-REPRESENTED ON THIS BLOG, AND LORAIN IS ONE OF THE WORST. THE PRESS FOR LORAIN [AND MEDIA COVERING CANTON OHIO AS WELL] REPORT BUT DON'T SLAM THE QUESTIONS, IN BEHALF OF CITIZENS OR OFFICER-INVOLVED VICTIMS, THAT NEED TO BE ASKED.
In the comments section of one of the entries on this blog, today someone wrote,
"I just found this site and had to reply. I am impressed with all you cover stories about this "one" officer. Believe me there have been other you may want to check into. Try "Officer Jack Brown"!... This man has a trail that is hard to swallow. But guess what "he is still a police officer", and under the wings of Rivera and Rohner... Anonymous I must stay or it is hard to tell what problems will fall down upon me. But please CW, keep up the good work."
Lorain Ohio Police Officer Jack Brown, until now, has only been mentioned in the comments section of an entry on Lorain Police officer Timothy Gerek Jr. Because Google doesn't index the comment sections of the blogger entries, Jack Brown doesn't show up on a search. How would anyone know?

VETERAN LORAIN OHIO POLICE OFFICER JACK BROWN ARRESTED, CHARGED WITH DOMESTIC VIOLENCE

[Excerpts] LORAIN, OHIO – A Lorain police officer was arrested on a domestic violence charge after engaging in an argument with his ex-wife over their son Monday night, according to the Lorain County Sheriff’s Office.
Jack Brown, who has been a patrolman in the Lorain Police Department for 16 years, was arrested on one count of domestic violence...There were no injuries to either Brown or the woman, though she told police Brown twisted her arm during the scuffle, according to Resendez. Brown was released on $1000 bond yesterday... Lorain police Capt. Robert Davey said Brown will be placed on restricted duty until the case is completed...
POLICE OFFICER GETS 30-DAY SUSPENSION FOR BEING UNDER THE INFLUENCE OF ALCOHOL WHILE ON DUTY

[Excerpts] Lorain Patrolman Jack Brown will be suspended for 30 work days for being under the influence of alcohol while on duty, according to Safety Director Phil Dore. He will also get an additional three days of suspension that were held in abeyance in April 2007 for an off-duty incident... Brown also has to complete an intensive outpatient program before he can be reassigned to road patrol. "Lastly, Chief (Cel) Rivera has recommended that the Law Department prepare a 'last chance agreement' that would require your immediate termination if there are any similar infractions in the next twelve months"... Rivera found Brown violated the department rules of conduct regarding dereliction of duty and the department's standards of conduct/fitness for duty, the letter states. There have been other incidents involving officers that resulted in suspensions being handed out by the city. Earlier this month, Patrolman Emilio Morales was suspended for 45 days for throwing guns down a city sewer and violating departmental rules... He also got involved in a civil dispute and an unauthorized investigation while off duty... Another patrolman, Thomas Toothman, was given a 30-day suspension this month for abusing sick time and tardiness. He has been disciplined 12 times in the past two years... Patrolman Corey Earl, was placed on paid leave after being accused of making threats against a county corrections officer... Another patrolman, Stanley Marrero, is under indictment for theft in office, public indecency, intimidation, menacing by stalking and dereliction of duty. He is also being sued in federal court for sexually harassing two women.

[Excerpts] ...on March 31, a civilian called the Lorain Police Department after [Patrolman Jack] Brown appeared under the influence of alcohol when he responded to her apartment complex to investigate a situation regarding tenants. Brown, an 18-year-veteran, was directed to return to police headquarters and ordered to submit two separate breath tests, and he registered a 0.05 blood alcohol content on both, the letter said... During Brown’s first year on the police force, he and another officer were caught randomly firing guns at county-road stop signs and street lights after visiting two bars while off duty. Both were charged with criminal damaging and suspended without pay for three days, but both kept their jobs... Last year, Officers Jesus Sanchez and Stanley Marrero both were accused of sexual misconduct while on duty and are awaiting trial on criminal cases. They remain on paid administrative leave.

- William Lachner 12/27/02 Grabbed a woman’s arm on Nord Center call, denies he hurt her. No discipline,
- William Lachner 1/28/04 Did not send car to woman in need. Letter placed in file.
- William Lachner 3/12/06 Dispatched to 9-1-1 call, stopped at Dairy Mart to get another officer.
- William Lachner 2/5/05 Tested stun gun near dispatcher. Written reprimand.
- Stanley Marrero 5/5/00 Sex on duty with woman from suicide call. 3-day suspension.
- Stanley Marrero 3/13/03 Woman says he followed her and asked personal questions. Verbal reprimand.
- Corey Middlebrooks 3/26/05 Let air out of wife’s tires at hospital. Counseled. reprimand.
- Jesus Sanchez 11/24/02 Stalked and harassed a resident. Written reprimand.
- Ted Tokarczyk 5/23/01 Showed photos of naked woman altered to looked like a Lorain police dispatcher. 5-day suspension.
