[CA] Embezzlement? Why did fire union choose Cpt. Bechtold, convicted of a dv crime, to watch over the money?

Rancho Adobe Fire Captain Michael Bechtold was not only previously convicted of a domestic violence crime, but he was also in violation of his probation from that conviction. Too many public safety agencies still don't think domestic violence is (really) a crime. Why put someone convicted of breaking the law in the highest positions of trust? It's about character. Whoever put or left Bechtold over the money should be responsible for the financial losses.
