July 2, 2008
The case against former Winsted police officer Robert Hebert was continued by a Waterbury Superior Court judge Tuesday until July 8. Hebert, 33, 23 Fairview Ave., Plymouth, was arrested by Torrington police June 27 and charged with breach of peace. He was released after posting a $1,000 bond. Hebert was arrested at 12:29 a.m. at his girlfriend's home on Lovers Lane. The arrest is the fourth in less than a year for Hebert, who is on probation for past domestic violence crimes. Hebert lost his job as an officer with the Winsted Police Department shortly after his February arrest. He was convicted in March of two counts of second-degree breach of peace for November and February arrests and sentenced to serve two years probation. Hebert is in jeopardy of being violated on his probation and, if convicted, could serve the year in jail previously suspended. [Link]

A former Winsted police officer, who is currently on probation for domestic violence crimes, was arrested for the fourth time in less than a year after police responded to a domestic disturbance at the home of his girlfriend. Robert Hebert, 33... was arrested at the home of Dawn Kiesel... and charged with breach of peace Saturday at 12:29 a.m. Hebert was released on a $1,000 bond and scheduled to appear in Bantam Superior Court at a later date. No court date was available in the report. Kiesel, 36, was also arrested and charged with breach of peace. She was released after posting a $1,000 bond. A court date has yet to be set... He was arrested Feb. 16 for an incident that took place at Walgreens in Torrington where, police say, Hebert was involved in a verbal altercation with Kiesel’s ex-husband outside the store. Hebert lost his job as an officer with the Winsted Police Department shortly after his February arrest. Hebert and his girlfriend were also involved in an altercation... on Jan. 25, where Hebert reportedly tried to leave Kiesel’s home and she grabbed the steering wheel of his car, police said. Hebert continued driving for a short distance, dragging Kiesel alongside the car. She was not hurt, police said. Hebert is scheduled to appear in Waterbury Superior Court on July 25 for this matter. In November 2007, Hebert was charged with carrying a dangerous weapon and disorderly conduct after he allegedly told a doctor at Charlotte Hungerford Hospital that he was going to use the four knives he was carrying to scare his wife, [LK]. The admissions reportedly caused concern among hospital staff at Charlotte Hungerford Hospital and they called Torrington police. According to information on the state’s judicial Web site, Hebert received a suspended sentence of six months in jail and was given two years probation on March 7... [Full article here]

Ct. needs to get smart and lock this guy up along with his girlfriend before they commit a violent crime, which is obvious as to where this is leading up to.

How is it that he was not put in jail this week. This is absurd!! He gets arrested 4 times in less than a year, the 4th time he breaks his probation and he still doesn't get locked up. What will it take, him actually hurting someone or worse!!! This state is ridiculous!!

  3. Sorry, I had to delete two comments and not approve another.

I can't leave those kind of allegations here without some substantiation that they are true.

  5. I am not sure how to show a id on here so I put anonymous . I am not afraid to tell the truth.he gets away with it cause he is/or was a cop and you know how that goes in ct. I will be checking with the probation board on this one to see why he got away with it as I know others have been put behind bars for less and will let you know what I find out. let me know how to post my name and I will..

  6. There's a drop down box under the blank comment box, and one of the selections says "Name/Url." That should work - BUT can I suggest you don't have to do that even though you are feeling like identifying yourself? I support you taking action but you don't have to let folks know who you are while you do that. I don't want any tragedies. It's up to you - because you know the situation, so you have a better idea of your safety level, but just consider whether you can't get more done without posting your name on a blog.

Yes, I would like to know what you find out. You can email me too if you don't want to put it on the blog.

    Much love,
    Cloud

  7. Sometimes extra conditions of probation are put on people- like more orders. But you cant have a weapon on probation or if you have some dv convictions.

  8. I find this Unbelievable that people are allowed to post their opinions when as everyone knows the press is cruel and mostly untrue to hold peoples interests. I have known these people and the entire story and background and this is totally horrifying and damaging. If only the entire truth was told of what a good man Mr. Hebert is and why he was arrested people would see this in a different light. This shows how people with NO inside facts can damage someone's reputation with lies. The friends and family of both sides know that this man has NEVER hurt anyone. The only mistake he made in life was marrying a vindictive evil woman who will not rest until Robert Hebert is dead. Thank God to know he is well and happy and the rest of his "probation and legal issues" will soon change. He has proved to be a loving husband to his best friend who the press says "dragged her" LOL, funny how I live near them and know the truth of these wonderful people who served the community as volunteers and public safety officers. BTW Robert Hebert was NOT fired, he decided to resign due to the issues that were brought on by two certain people that will not give up, nor will ever get a rise out of that couple again. He told us that the less lies told in the press the better so it wouldn't hurt his now step children who love him dearly. I see them play outside our complex and it's a true family. This is sad someone has nothing better to do but try and hurt really good people. They have since moved on with their lives, married, etc. We've asked them how they live with what happened to them due to Robert's ex-wife has been involved in a relationship with his girlfriends now wife's ex husband since she found out they were in a serious relationship, since the mid of summer 2007. Sounds very vindictive and sheads a little light on this subject. I've now known Robert and Dawn since Dawn and her children moved next to us in the condos and now we are priviledged to have Robert here since December of 2008, we all feel safer.

  9. Cloud,
This is Rob Hebert and whether or not you decide to allow this post I still want you to know that what has been written is not entirely true. Please feel completley free to contact me at anytime so that you can get the whole truth about myself and the other people involved in this terrible situation. Trust me there is more interesting facts behind this then anything you have ever read or been told and I possess documentation to prove that all I know is completley true.

  10. PROOF OF TRUE FAMILY:

"...I see them play outside our complex and it's a true family..."

    SOURCE OF INFO:

    "...He told us..."

YOU DIDN'T KNOW SO PRIED AND THEN RAN TO THE COMPUTER TO - OH MY GOODNESS - PUT IT ON THE INTERNET:

"We've asked them how they live with what happened to them due to Robert's ex-wife has been involved in a relationship with his girlfriends now wife's ex husband since she found out they were in a serious relationship, since the mid of summer 2007."

Are you serious? You think taking his word ABOUT HIS EX WIFE - WHO YOU DO NOT KNOW - and posting it on the internet is somehow BETTER than what you are trying to complain about?

And you believe him because what? What he says and whatever his ex says may or may not be true. All you've done is add to the trash talk.

  11. Hi Rob Hebert, I find it interesting that your post follows your said-neighbors post so closely that it was received while I was still responding to the neighbor. {Things that make me go "hmmm.")

As I said - "What he says and whatever his ex says may or may not be true." Being arrested for the fourth time, concerning a new woman, kind of loads the deck - as I'm sure you know, but stuff happens. Thank you for offering to be contacted but I'm not sure what there is to ask beyond what you are free to volunteer.

We are all fallible, myself included.

You are really out here in the news though so I think if you have documentation you want to share you should be as free to put that out here as people are who say things without proof. It's up to you.

Sometimes, depending on the day, I don't look as closely at comments as I do other days. Sometimes I think I get the gist and hit the approve button. I'm not trying to ruin lives though it weighs heavy on me often the impact these posts have. So if there is something here that is way over the top of what should be my focus that is hurting you or anyone else feel free to converse with me.

    I have a heart. :)

People don't normally just stop doing a habitual behavior. There has to be a life-pivoting event that makes the sky open and cleanses the soul or drops the scales from our eyes before we are really immune to return to old behaviors. I ask can they all be false accusations against you? Some true, some not? Repeat accusations by one person - and why you'd stay involved?

Why would I have an EX cop on the blog. Oh my goodness. Once a cop - there is something inside that can't easily be changed. The agency is no longer involved but the "victims" are.

    I know this.

So again, thanks for being real and writing - and it's up to you. You have the opportunity to enter the conversation and possibly even alter what's posted here.

I almost took a man's post off this blog once because I was almost convinced his life was changed.

For starts, what hurts you most here. Let's see if it's negotiable.

    Cloud.

  12. I love the "why you'd stay involved" above. That's what people say about alleged victims too.

I meant that in a personal, not general way. Why specifically in your own situation you stayed involved and vulnerable to more conflict or - if you deny the accusations - false charges. Your story.

  13. I know things if you want to have a personal - off the internet - discussion.

  14. Dear sir or madam,

Regarding things that hurt the most. I can say that my years of public service and the countless people I have helped were all forgotten when I went through six months of terrible events. Although my professional life has changed for the worse my personal life has never be better.

I never knew this site/blog was here until a couple of people told me of it last week. After learning of it I felt that should at least check in. Regarding your last comment, I think I understand and yes, the discussion would be welcomed. I will answer if you reach out. Thanks and take care.

  15. If I reach any further I'll fall off my chair.

  16. Dear Sir or Madam,

I am not hard to find, how would you like to contact me? For obvious reasons I do not want to list my contact information in this forum, but I have not moved...Suggestions?

Take care and happy new year.
