[Excerpts] (West Valley, NY, March 10, 2008) ...A Buffalo State Police Officer is accused of murdering his live-in girlfriend and dumping her body. News Four's Melissa Holmes has the story. Law enforecement officials from multiple agencies and jurisdictions came together in Orleans County this afternoon to discuss a shocking crime. Buffalo State College Police Officer and father of two- Richard McKeon- is accused of killing his girlfriend- 47-year-old Maureen Migliore. An off duty corrections officer found her badly burned and naked body early friday morning on this rural road in the Town of Barre in Orleans County. Joseph Cardone, Orleans County D.A., "We believe her to be burned at the scene and there was evidence of an accellerant at the scene." A medical examiner identified Migliore's body through fingerprints and found she was strangled. But the exact cause of death is still unclear. Investigators believe it all started with a fight in their home in West Valley in Cattaraugus County. And between evidence found at the home and statements McKeon made to police, they believe they have enough to link him to the murder... Migliore had one daughter... The chief of University Police at Buffalo State College would not discuss McKeon's character or employment record, but he would say this incident will not tarnish his department's reputation. Chief Peter Carney\Univ. Police at Buff. State, "This incident....light of this incident."*[sic] Chief Carney says the college will begin a disciplinary hearing to suspend officer McKeon without pay. He's due back in Barre Town Court Wednesday morning for a preliminary hearing. [From 3/8/2008 report beneath the article] ...We spoke with one neighbor who recalls selling Girl Scout cookies to Richard McKeon last fall, but no one we spoke with Sunday has ever seen the victim Maureen Migliore here at the home. Jan Nelson said, "Since the people moved in, they're not friendly, didn't associate with anyone in the neighborhood. Come to think of it, I don't think any of us even knew his name." Jan Nelson has been living here for nearly thirty years, and says the couple moved in recently, but kept to themselves. She recalls seeing police cars in the driveway just a few months ago, and Saturday night noticed a tow truck taking a vehicle away from the property...

*Transcribed missing text above from video: Police Chief Carney - "This incident appears to be not related to his employment. The University Police Department of Buffalo State College has an excellent relationship with our campus community, which we feel is unchanged. We provide excellent service and protection to Buffalo State College and will continue to do that, in light of this incident."

MAUREEN LIVED WITH THIS MAN FOR 2 YEARS. WHO KNOWS WHAT SHE SAW IN HIM? SHE TOLD ME HE WAS WONDERFUL AND THAT SHE LOVED HIM VERY MUCH. SHE LOVED ANIMALS, ESPECIALLY HORSES, AND SHE SAID HE BOUGHT THE HOUSE SO THEY COULD HAVE HORSES.
SHE WASN'T A SAINT, AND LIKE ALL OF US, MADE MISTAKES, BUT WAS TRYING TO GET HER LIFE IN ORDER.
NO MATTER WHAT SHE HAD DONE, SHE DID NOT DESERVE TO BE MURDERED AND BURNED. SHE LOVED HER FAMILY AND HAD A TALENT FOR MAKING PEOPLE LAUGH. AS SAID EARLIER, SHE WAS A MOTHER,NURSE,DAUGHTER, NIECE, AUNT,COUSIN,GRANDCHILD. SHE WAS LOVED BY HER FAMILY AND WILL BE MISSED AND LOVED FOREVER.

Well, just stick up for the "man" who beat my niece to a brutal pulp, strangled the life out of her, then burned her naked body so they would not see the bruises and dumped her on a road like a piece of trash!
He murdered her, a beautiful, sweet, heart of gold, soft spoken woman!
"He was not an evil person" according to you!
Our family is devastated at what he did to our Maureen.
No woman should EVER go thru the torture, pain, AGONY she suffered in her last hours on earth at the hands of
this evil man. God Bless Maureen. We will always love you and keep you in our hearts.

Someone told me you were here. It is not about you or what you claim to know. Think about the one will be hurt most when reading your "story". This is not the place to get high on being the "guy in the know". Tell it to the prosecutor. SHE IS DEAD!!! She is loved. End of story.

I knew Maureen personally and it makes me sick to read ignorant comments from people who don't know what the hell they are talking about. She was not a high priced call girl you assholes, she was a nurse in our community and a mother to a wonderful girl. Something was seriously wrong with this man and Maureen paid the highest price there is. Not to mention that her daughter will never see her mother again. I feel for both family's because I think clearly and with intelligence. COMMENT ON THAT!

Thanks you for that comment. I know Maureen also and she deserved those words. My hope is for her to live in peace as well.

As the sister of a Buffalo State Officer, I am disappointed in the ignorance and ingratitude of so many Buffalo State students and residents. Buffalo State Police Officers go through the same intense training as all police officers. They are, in general, highly qualified and dedicated individuals. They put their lives on the line every time they report to work. Unfortunately, they are too few in number to respond to every call, and so they prioritize. A request to receive chauffeur service to a residency may be denied because they are caught up in a more serious matter, rape, DWI, etc. This is why there are PSA officers. It is their duty, not the Police Officers, to escort individuals around the campus.
As with every profession, there are a few bad eggs. McKeon may turn out to be one of them. It is ridiculous and prejudicial to attribute those negative characteristics to all other officers. The majority of officers work hard to maintain the safety of the public and deserve more respect than they are currently being given.

Thanks for the nice post Vanessa. I would also like to add University Police and the Cheektowaga Police were the first two departments that required 60 college credit hours before being considered for employment. It is not coincidence that many times UPD officers graduate at the top of their Police Academy class.

..."He is a police officer, and there is an indication that he was trying to destroy her body so that she could not be identified," Orleans County District Attorney Joseph V. Authorities said the body was no longer on fire by the time it was discovered, but it had been burned so badly that it was “without any distinguishing features”... “It’s very hard to accept that there are people in the same profession as ours who could do such a heinous crime,” said Chief Deputy Thomas L. ...McKeon may seem like an unlikely suspect. He's worked as a university police officer at Buffalo State College for more than 20 years. But, investigators say he made statements to them that link him to the crime. Buffalo State police officials say McKeon will be suspended without pay. McKeon's boss would not say on Monday if McKeon had ever faced disciplinary action at work before. McKeon though did not show up for his scheduled 11:00 p.m. To 7:00 a.m. shift on Friday, the day the body was found...

Buffalo State police officer accused of leaving strangled friend’s burning body on rural road
By Vanessa Thomas NEWS STAFF REPORTER

A Buffalo State College police officer is accused of strangling his live-in girlfriend and trying to cover up the homicide by dumping her naked body on a rural road and setting the corpse on fire... Police and prosecutors say the couple argued Thursday night in their home on Route 240. The dispute turned physical, and McKeon strangled his girlfriend, police said. McKeon then stuffed the body into his vehicle and drove about 80 miles to Maple Street, a rural road in the Town of Barre, Orleans County, investigators say. The killer then doused the body with an accelerant and ignited it. The body was left in the middle of the road. “He is a police officer, and there is an indication that he was trying to destroy her body so that she could not be identified,” Orleans County District Attorney Joseph V. Cardone said Monday... “It’s very hard to accept that there are people in the same profession as ours who could do such a heinous crime,” said Chief Deputy Thomas L. Drennan of the Orleans County Sheriff’s Office... Authorities said the body was no longer on fire by the time it was discovered, but it had been burned so badly that it was “without any distinguishing features”... An autopsy showed she died of strangulation, and a preliminary investigation has shown no evidence that she had been sexually assaulted... McKeon and Migliore had lived together for at least two years, authorities said. They lived on Dysinger Road in the Town of Lockport, Niagara County, until August 2007, when they moved to West Valley, where police believe the killing occurred...

ORLEANS COUNTY: Arrest made in homicide

    The Journal-Register
    March 11, 2008
...Migliore is believed to have been burned at the scene approximately one hour before her body was discovered... “The first responding deputies were quite surprised to find what they did that morning... It’s certainly unusual for the Orleans County Sheriff’s Department to be working on a case like this,” said Chief Deputy Thomas L. Drennan at a press conference in the Orleans County Public Safety Building on Monday... Standing 5 foot 3 inches with blonde hair, Migliore was not wearing jewelry or any other identifying information... Police did not know if there was a history of domestic violence in the home... “There is further evidence we have located at the residence,” Cardone said. “We believe Mr. McKeon chose to deposit the body.”... McKeon did not report to work Friday or Saturday, Carey said. He would not comment if McKeon had been in trouble with the department before, but he did say that McKeon has never had a violent outburst while performing his duties... “This incident appears not to be related to his employment,” Carey said. Also on hand to answer questions at the news conference were State Senior Investigator Richard J. Landahl, Orleans County Sheriff Scott D. Hess, State Police Criminal Investigation Capt. John Habsch and State Police Zone Commander Craig Hanesworth. The investigation was a joint effort between the Orleans County Sheriff’s Department, the New York State Police, the Orleans County Major Felony Crime Task Force and the district attorneys offices of Orleans and Cattaraugus counties... McKeon is scheduled to appear in Town of Barre Court at 10 a.m. today...

This animal murdered a beloved daughter, mother and sister. How sick is he that he had to burn her and leave her with no clothes. He said he loved her.

I wonder if they have the death penalty in New York. It's too bad this creep can't meet with the same end to his life that he brought on Maureen. She did not deserve this. I am glad I am no longer a New York state tax-payer as I would hate to know I was contributing to feeding and housing this animal for the rest of his life. Rest in peace, Maureen.

I am a friend of Maureen's daughter and I have spoken to Maureen on the phone a couple times. She loved her daughter very much, and all though she made some mistakes she was trying to get her life together for her daughter. It breaks my heart that she never got a chance. she seem to have a huge heart and wanted the best for her child. may she rest in peace.

  10. If he searches the internet for information there is nothing for him to find that is nice. RM arranged that, not this family. I'm am sorry to all the people who have to know about this. Even strangers are wounded to the soul by this. How much harder it must be for all the family and friends connected to this.
