No criminal charges will be filed against a state police executive who was suspended three months ago under allegations of misconduct, authorities said Friday. Maj. Harry W. Downes Jr. was restored to full duty as administrator overseeing the traffic control, communications, human resources sections and the training academy, Sgt. Joshua Bushweller, a state police spokesman, said. Downes, a 25-year state police veteran, was placed on paid administrative leave Aug. 6 and had to surrender his state-issued weapon and vehicle. The nature of the allegations was never publicly disclosed. Col. Thomas Mac Leish, the state police superintendent, launched a criminal and internal investigation and said at the time that if Downes was exonerated he would bring him back to full duty. Downes, who is paid $122,000 as a state police major, is one of three police executives on Mac Leish's command staff. A subsequent administrative investigation by the division could not substantiate the allegations. The complaint also was reviewed by the state Attorney General's Office, which found no basis for filing any criminal charges, Bushweller said. He would not comment further, saying it was a personnel matter. Downes' attorney, Robert C. McDonald, was unavailable for comment. [LINK]
